Job Purpose
The Health Administrative Officer is responsible for managing all administrative services within a busy Level 3B Hospital. This role oversees and coordinates functions to ensure efficient, compliant service delivery, supporting clinical operations and strengthening overall hospital performance in alignment with Ministry of Health (MOH) standards.
Key Responsibilities
Oversee the daily administrative operations of the hospital to ensure seamless service delivery.
Develop and implement hospital policies and procedures in line with MOH guidelines.
Manage hospital budgets, financial planning, and the strategic allocation of resources.
Supervise administrative staff and coordinate HR functions, including recruitment and performance management.
Ensure strict compliance with government regulations, public service policies, and healthcare standards.
Coordinate the procurement and supply chain management of medical and non-medical supplies.
Prepare and present administrative and financial reports to hospital management and county authorities.
Oversee the maintenance of hospital facilities, assets, and health fleet management.
Ensure the safety and security of employees and patients in accordance with Occupational Safety and Health (OSH) guidelines.
Coordinate the preparation of the hospital’s Annual Operating Plan (AOP) and budget.
Ensure reliable provision and efficient utilization of utilities (electricity, water, gas, and communication).
Strengthen partnerships with county governments, NGOs, and community representatives.
Promote quality improvement initiatives and conduct patient satisfaction surveys.
Qualifications & Requirements
Higher National Diploma or a Bachelor’s Degree (BA/BSc/HND) in Health Administration or a related field.
Relevant professional qualifications in administration or management.
At least 5 years of relevant working experience in a busy healthcare facility.
Technical expertise in long-range planning, analysis, problem-solving, and reporting.
Strong knowledge of Healthcare Systems, clinical workflows, and regulatory compliance.
Proven experience in Financial Management, budgeting, and cost control.
Familiarity with labor laws and human resource management practices.
Knowledge of quality and risk management standards (e.g., ISO, JCI).
Proficiency in Health Information Systems (HIS) and data-driven decision-making.
Leadership skills with the ability to lead multidisciplinary teams.
