Job Summary

Roche Kenya is seeking a highly experienced Health Policy & Access Partner for the East Africa region. This pivotal role will focus on global health policy and government affairs, providing crucial support to the Africa Policy Network. The partner will serve as a key point of contact for health policy in East Africa for regional intergovernmental organizations (e.g., African Union, OAFLAD, Africa CDC) and related local agencies. This position requires active engagement with regional stakeholders, providing insights into African regional health priorities, policy agendas, and supporting local affiliate policy teams within the framework of the One Roche Africa Policy and Partnership Squad.

Duties & Responsibilities

  • Build a deep and comprehensive understanding of the health ecosystems across the East African region to effectively set policy agenda priorities, emphasizing health economics, institutional, and political landscapes, particularly in key priority countries aligned with the Roche Pharma Africa strategy.

  • Actively engage and cultivate strong relationships with political stakeholders and key influencers of health policy agendas at both regional and national levels, coordinating closely with the global health policy lead and the Africa Policy Network. This engagement aims to enable the removal of barriers and elevate key disease areas and health topics onto the priority agenda for rapid, broad, and sustainable access to Roche innovations for patients.

  • Conduct thorough research, meticulously analyze current healthcare policies, evaluate the potential effects of proposed legislation, and provide comprehensive reports on findings within the Area Africa to identify unmet needs and strategic opportunities.

  • Influence political and social events to increase advocacy and awareness around healthcare issues directly related to key business initiatives under Roche's strategic initiatives in Africa, both internally and externally.

  • Provide critical insights into the political and economic healthcare ecosystem for key regions on the African continent, build robust relationships with regional or national stakeholders who influence multiple countries, and champion for patient access to healthcare regardless of their location.

  • Build supporting tools and knowledge resources (e.g., best practices) for the effective implementation of the policy agenda at local levels. These resources should deliver clear, evidence-based, and compelling positions for governments and key influencers, including financial aspects (e.g., pricing, business models), monitoring and evaluation metrics to track momentum for access, lessons learned, and communication mechanisms (e.g., communities of practice).

  • Support affiliate policy and commercial teams in local activities aimed at minimizing gaps/hurdles to access in direct support of health system strengthening initiatives and public-private partnerships. Such projects include the Global Access Program, One Roche Cancer Diagnostics strategy, Women's Health, Universal Health Coverage (UHC), Non-Communicable Diseases (NCDs), and local affiliate pilot projects for access.

  • Serve as a key member of the Africa Policy Network and effectively interface with Pharma External Affairs and Communication teams for coordinated efforts in the co-creation of Africa health policy, ultimately leading to greater regional government support for health development activities.

Qualifications & Requirements

  • Must hold a Bachelor's degree in Medicine, Public Health, Health Administration, Health Economics, Political Science, or Public Policy.
  • A Graduate Degree (e.g., in Health Policy, Health Economics, and Public Policy) is preferred.
  • Proven work experience of 7-9 years in government affairs, policy, public, or corporate affairs.
  • Preferably some years of experience in biotechnology within Low and Middle-Income Countries (LMICs) or Africa.
  • Experience in working with political or governmental organizations and decision-makers to advance public health conversations.
  • Demonstrated good understanding of political decision-making processes and complex networks of influence.
  • Proven ability to leverage negotiation skills effectively.
  • Strong interpersonal skills essential for successful collaboration within highly matrixed cross-functional teams.
  • Exceptional critical thinking, strategic mindset, problem-solving, and analytical skills.
  • Possesses an ethical mindset and a thorough understanding of relevant compliance principles and regulations.
  • Strong influencing and negotiation skills: confirmed abilities to influence others without formal authority and mobilize people behind a common purpose and strategy.
  • Fluently speaks and writes in English.
  • Ability to travel internationally as required for the role.
