Job Summary

The HTS Counselor will be responsible for providing comprehensive HIV Testing Services (HTS) to patients and clients. This includes provider-initiated testing & counseling (PITC), voluntary counseling and testing (VCT), targeted family and partner testing/partner notification services (PNS), line listing of high-risk patients and those already in care, as well as other innovative HTS approaches. The HTS Counselor will actively promote psychosocial counseling, adherence to care & treatment, encourage family testing, and facilitate effective referral of clients to access a range of other preventive health services.

Key Responsibilities:

  • Create awareness and impart knowledge on HIV, providing thorough education about available HIV testing services to the community and clients.
  • Take a leading role in the mobilization of clients to actively participate in HIV testing initiatives and campaigns.
  • Provide comprehensive pre and post-test HIV counseling to all patients who are willing to undergo HIV testing, ensuring clients fully understand prevention methods and other pertinent issues.
  • Offer confidential HIV testing services to clients in strict adherence to the national HTS guidelines and protocols.
  • Provide strong encouragement and support to patients who receive a positive test result, helping them to effectively cope with the new diagnosis and navigate the next steps.
  • Deliver ongoing counseling services and make timely and relevant referrals for continuous support and care.
  • Accurately document all HTS activities using the appropriate Ministry of Health (MOH) tools and maintain meticulous HTS records, including referrals and comprehensive reports on referral outcomes.
  • Compile and submit accurate HTS reports on a monthly basis and correctly document all generated data in the approved data tools as required by NASCOP and the AHF Kenya program.
  • Actively participate in Mass HIV testing initiatives and campaigns to reach a wider population and increase testing uptake.
  • Act as a crucial linkage point between HIV diagnosis, comprehensive care, essential support, and timely treatment services, ensuring seamless transitions for clients.
  • Fully understand and consistently implement all relevant operating policies and established procedures related to HTS service delivery.
  • Ensure the timely request for all necessary consumables required for the effective undertaking of HTS activities and prevent stockouts.
  • Actively participate in HTS Quality Assurance (QA) activities, such as proficiency testing, counseling supervision, and quality control measures like batch testing of rapid test kits.
  • Regularly attend continuous professional development (CPD) sessions to enhance professional growth, expand knowledge, and improve service delivery skills.
  • Proactively ensure HTS optimization within the designated facility to maximize testing coverage and efficiency.
  • Provide assisted Partner Notification Services (PNS) to partners of people living with HIV, while diligently protecting their rights and strictly observing professional ethics.
  • Provide GBV and trauma counseling to clients in need, conduct HIV tests as appropriate, and make timely and relevant referrals for specialized support.
  • Conduct screening and actively identify clients who are eligible for PrEP, offering appropriate information and facilitating referrals to these preventive services.
  • Work collaboratively as an integral part of the team in supporting fellow counselors through peer support supervision, fostering a culture of shared learning and mutual support.
  • Refer and effectively link negative clients to relevant preventive services and ensure that positive clients are seamlessly linked to comprehensive care and treatment services.
  • Ensure the availability of appropriate Information, Education, and Communication (IEC) materials, job aids, and Standard Operating Procedures (SOPs) necessary for the delivery of high-quality HTS at all testing sites.
  • Identify facility-specific strategies to effectively meet agreed-upon facility targets for HTS and linkage.
  • Carry out scheduled home visits when conducting index testing and diligently follow up on positive clients who are not yet linked to care.
  • Provide comprehensive adherence counseling to clients on treatment to promote retention and viral suppression.
  • Identify available resources and actively promote the HTS program within the community; serve as a key liaison by conducting informative presentations on all program activities.
  • Actively participate in community activities, such as Integrated Outreach Camps, to expand testing reach and awareness.
  • Provide crucial support for case management duties through collaborative coordination with other healthcare service providers to ensure optimal service delivery and client retention in care.
  • Ensure the maintenance of appropriate, accurate, and clear documentation of all outreaches, education sessions, case management activities, and group activities, including thorough report writing.
  • Actively participate in training sessions, ongoing skills enhancement programs, and network meetings to stay updated on best practices and program developments.
  • Supervise and mentor counselors at outreach and supported testing sites, providing guidance and support for quality service delivery.
  • Maintain collaborative linkages with health centers, Non-Governmental Organizations (NGOs), Community-Based Organizations (CBOs), Civic leaders, the National AIDS Control Program (at the county level), and other relevant institutions.
  • Undertake any other duties as may be assigned by the supervisor or program management.

Qualifications, Education, and Experience:

  • Diploma in Counseling, Psychology, a health-related field, or a social science field. Candidates with a Higher Diploma and 2 years or more of experience in a similar role are also encouraged to apply.
  • Must be duly registered with the relevant professional body as a certified HTS Counselor.
  • Proficient in using Word Processing software for documentation and reporting.
  • Knowledge of National Health Information System (NHIS) data entries, including familiarity with EMR and Ehts.
