The Office of the Controller of Budget (OCOB) was established under Article 228 of the Constitution of Kenya 2010 and became operational in August 2011. OCOB is mandated to oversee the implementation of the budgets of the National and County Governments by authorizing withdrawals from public funds. Prior to its establishment, some of these functions were performed by the Controller and Auditor General and the Treasury. OCOB plays a crucial role in ensuring fiscal discipline and accountability in Kenya. The headquarters of OCOB are located in Nairobi.  

The Office of the Controller of Budget (OCOB) is seeking a highly competent and experienced Senior Fiscal Analyst to be responsible for the performance analysis of County Government Budgets, reviewing withdrawal requests, and preparing statutory and special reports.

Job Summary

The Senior Fiscal Analyst will be responsible for performance analysis of County Government Budgets, reviewing withdrawal requests from Public Funds, and preparing statutory and special reports to ensure fiscal accountability and compliance.

Duties & Responsibilities

  • Implement policies, strategies, frameworks, work plans, legislation, guidelines, standards, procedures, and regulations for the OCOB.
  • Compile and analyze requests for withdrawals from the County Revenue Fund and other public funds requiring COB approval.
  • Coordinate the preparation of budget implementation and monitoring reports for County Governments and make recommendations to the COB.
  • Implement formats for requisitions and approvals of fund withdrawals.
  • Enforce budgetary ceilings set by Parliament on County Governments’ expenditure.
  • Provide technical advice on the preparation of special reports requested by the President, Parliament, or County Assembly.
  • Provide technical advice on special reports to Parliament and County Assembly regarding withheld funds.
  • Review and make recommendations for every County Fiscal Strategy Paper, County Budget Review Outlook Paper, and County Debt Management Strategy Paper.
  • Ensure alignment of County fiscal documents with the Budget Policy Statement and the County Integrated Development Plan.
  • Prepare quarterly budget implementation reports for County Governments.
  • Prepare special reports on specific issues requested by Accounting Officers at the County level.
  • Ensure proper internal monitoring and control systems and procedures at the County level.
  • Publicize reports submitted to County Assemblies.
  • Investigate and publicize reports from County Governments on matters brought to the COB’s attention.
  • Attend County Assembly sessions and follow up on the implementation of recommendations.
  • Ensure accounting officers comply with and implement recommendations from COB reports.
  • Maintain a Risk Management Register and advise on mitigating measures for addressing risks in the Counties.
  • Conduct capacity-building initiatives on public participation in budget implementation.
  • Ensure business continuity plans are developed and operational in the Counties.
  • Implement Business Process Re-engineering (BPR) in the Counties.
  • Facilitate stakeholder engagement and foster a corporate culture promoting ethical practices.
  • Implement OCOB’s strategic plans, budgets, and performance contracts.

Qualifications & Requirements

  • Bachelor’s degree in Economics, Statistics, Finance, Commerce, Business Administration, or an equivalent qualification from a recognized institution.
  • CPA (K), ACCA, CFA, or an equivalent professional qualification.
  • Membership in good standing with a relevant professional body.
  • Served for a cumulative period of six (6) years, three (3) of which must be at the grade of Fiscal Analyst or a comparable position.
  • Certificate in a management course lasting not less than four (4) weeks from a recognized institution.
  • Proficiency in computer applications.
  • Met the requirements of Chapter Six of the Constitution of Kenya.
  • Demonstrated professional competence and ability reflected in work performance and results.
