Job Summary

The MNCH Technical Advisor provides overarching technical expertise, clinical model design, and quality assurance frameworks for a complex five-country project. The incumbent ensures that person-centered clinical pathways, implementation research protocols, and provider standards are fully embedded across all intervention sites. Acting as a strategic bridge between research data and real-world clinical application, this advisor collaborates with country directors, MERL managers, and ministries of health to bypass system bottlenecks and achieve scalable quality improvement.

Key Responsibilities

1. Technical Leadership & Clinical Design

  • Provide high-level technical expertise on global MNCH standards, evidence-based approaches, and clinical protocols.

  • Design and refine person-centered service delivery models focusing heavily on screening, diagnostic, and treatment pathways for pre-eclampsia and maternal anemia.

  • Adapt innovative service delivery structures, including Group ANC, midwifery-led models, networks of care, and emergency referral links.

  • Formulate robust quality of care frameworks and deploy rigid quality assurance mechanisms across the 5 project countries.

  • Integrate clinical best practices into implementation research protocols, tools, learning questions, and data interpretation.

  • Partner with the MERL Manager to strengthen MNCH indicators, tracking quality metrics against global frameworks like EWENE.

  • Diagnose operational bottlenecks, clinical quality gaps, and facility readiness deficits to enable prompt data-driven course correction.

2. Country Operations & Relationship Management

  • Deliver hands-on clinical technical support to multi-country teams, preserving uniform core standards while supporting local policy adaptations.

  • Drive the project's learning agenda by documenting promising practices, scalable clinical models, and implementation lessons.

  • Review and approve country workplans, donor reports, and milestone deliverables to ensure premium technical compliance.

  • Facilitate regular cross-country knowledge exchanges regarding referral mechanisms, community engagement, and clinical audits.

  • Act as the technical voice and spokesperson for the MNCH portfolio in high-level donor meetings, technical working groups, and global forums.

3. Thought Leadership & Program Development

  • Lead and participate actively in project governance frameworks, including the Steering Committee and Project Implementation Team.

  • Author project knowledge products, including technical briefs, peer-reviewed learning papers, and strategic presentations.

  • Identify emerging regional MNCH priorities, funding niches, and research gaps to build sustainable, scalable frameworks.

  • Contribute technical content to new health proposals, concept notes, and quarterly donor updates.

Qualifications & Requirements

  • Bachelor’s Degree in a clinical or health-related field (e.g., Medicine, Nursing, Midwifery, or Public Health).

  • Master’s Degree in Public Health, Maternal and Child Health, Health Systems, Epidemiology, or Implementation Science is highly advantageous.

  • 5 to 10+ years of continuous professional experience leading complex MNCH or maternal and newborn health public health programs.

  • Demonstrated track record designing and executing implementation research programs within LMIC settings.

  • Proven experience supporting multi-country or decentralized program structures, safely adapting technical parameters to distinct health workforce context realities.

  • Deep technical command of evidence-based MNCH public health practices, specifically around EmONC, skilled delivery, respectful maternity care, and antenatal pathways.

  • Masterful understanding of screening, prevention, and follow-up tools for pre-eclampsia and maternal anemia.

  • Exceptional stakeholder management skills with a history of engaging ministries of health, research authorities, and global donors.

  • Strong written and verbal communication skills with a proven capacity for technical reporting.

Language Requirements

  • Fluent command of written and spoken English is mandatory.

  • Professional proficiency in French is a distinct added advantage.
